Cold Weather Protection Rule
Inability to Pay (ITP)
- Total household income below 185% of federal poverty level
- Customer fully paid up or reasonably on time with a payment schedule prior to start of Cold Weather Rule season
- Customer willing to enter into mutually acceptable payment schedule with utility
- Customer will remain on plan even if he/she fails to make payments
- Customer may be removed from plan for failing to receive budget counseling
Ten Percent Plan (TPP)
- Total household income below 185% of federal poverty level
- Customer must pay the lesser of the following amounts: 10% of the household's
total income or the full amount of the current month's utility bill
- Customer will be removed from plan for missing payments
- Customer may be removed from plan for failing to receive budget counseling
Payment Schedule
- Available to all residential customers, regardless of income
- Payment installations need not be equal, may be based on factors such as lump sum payments or additional income expected during payment period
Reconnection Plan
- Available to customers whose service remains disconnected as of October 15
- Total household income below 185% of federal poverty level
- Monthly payment not to exceed 10% of 1/12 of household's annual income
- Customers of any income level may have service reconnected by establishing a mutually acceptable schedule with the utility
