Cold Weather Protection Rule

Inability to Pay (ITP)

• Total household income below 185% of federal poverty level
• Customer fully paid up or reasonably on time with a payment schedule prior to start of Cold Weather Rule season
• Customer willing to enter into mutually acceptable payment schedule with utility
• Customer will remain on plan even if he/she fails to make payments
• Customer may be removed from plan for failing to receive budget counseling

Ten Percent Plan (TPP)

• Total household income below 185% of federal poverty level
• Customer must pay the lesser of the following amounts: 10% of the household's total income or the full amount of the current month's utility bill
• Customer will be removed from plan for missing payments
• Customer may be removed from plan for failing to receive budget counseling

Payment Schedule

• Available to all residential customers, regardless of income
• Payment installations need not be equal, may be based on factors such as lump sum payments or additional income expected during payment period

Reconnection Plan

• Available to customers whose service remains disconnected as of October 15
• Total household income below 185% of federal poverty level
• Monthly payment not to exceed 10% of 1/12 of household's annual income
• Customers of any income level may have service reconnected by establishing a mutually acceptable schedule with the utility
