Money must be used for 1st months rent or eviction prevention only. MAY NOT be used for deposit.
- Household must not be more than one month behind in rent
- In the case where the household owes more than one month,
the household must show proof that the remainder will be paid
With any of these programs:
- MUST SHOW INCOME VERIFICATION (3 Months same as EAP)
- MUST SHOW PROOF OF EVICTION
- FUNDING IS ALLOCATED ONCE EACH YEAR. AND NOT ALWAYS
AT THE SAME TIME EACH YEAR. THE FUNDING IS VERY LIMITED AND
NOT ALWAYS AVAILABLE IN ALL COUNTIES
- BECAUSE OF THE LIMITED ALLOCATION, RESERVATIONS OF THE
MONEY IS NOT AVAILABLE AND IS ON A FIRST COME FIRST SERVE BASIS

ESGP - Emergency Shelter Grant Program
Money must be used at current unit. MUST BE USED FOR PREVENTION OF HOMELESSNESS. ESGP is for prevention only. ESGP can not pay for deposits.
- The money must keep the household from becoming evicted
- In the case where the household owes more than one month,
the household must show proof that the remainder will be paid.
With any of these programs:
- MUST SHOW INCOME VERIFICATION (3 Months same as EAP)
- MUST SHOW PROOF OF EVICTION
- REQUIRED CLIENT FOLLOW-UP AFTER COMPLETION
- FUNDING IS ALLOCATED ONCE EACH YEAR. AND NOT ALWAYS AT THE
SAME TIME EACH YEAR. THE FUNDING IS VERY LIMITED AND NOT ALWAYS AVAILABLE IN ALL COUNTIES
- BECAUSE OF THE LIMITED ALLOCATION, RESERVATIONS OF THE MONEY IS NOT AVAILABLE AND
IS ON A FIRST COME FIRST SERVE BASIS

RHASP – Rural Housing Assistance and Stability
Program
This is a six month case management program to help homeless households get into permanent
housing. RHASP monies can pay for 1st month's rent, support services including utilities, and child care.
MUST BE HOMELESS BY HUD’S DEFINITION:
- Sleeping in emergency shelters or have been living on the streets or
in a vehicle or other arrangement not meant for human habitation; or
- Are presently residing in an emergency shelter; or
- Are in transitional or supportive housing; orAre presently residing in an emergency shelter; or
- Are residing in any of the above situations, but, is spending a short time (up to 30 consecutive days)
in a hospital or other institution; or
- Are in transitional or supportive housing; or
- Are being evicted within a week from private dwelling units and no subsequent residence has been
identified and the person lacks the resources and support network needed to obtain housing; or
- Are being discharged within a week from an institution in which the person has been a resident
for more than 30 consecutive days and subsequent residence has been identified and he/she lacks
the resources and support networks to obtain housing.
